Prepare a First-Time Indian-Citizen PAN Application (Form 93)
A PAN application can fail when the applicant chooses the wrong form or treats one identity document as proof of every required field. For an Indian-citizen individual applying for a first PAN under the current Income-tax Rules, Form 93 is the individual application form. This guide helps you assemble and cross-check the required information before filing through an authorized provider. It does not cover companies, foreign applicants, PAN corrections, or the separate Instant e-PAN route.

Check that the applicant does not already have a PAN
Before assembling a fresh application, check the Income Tax Department's PAN guidance and available status/verification services to confirm that a PAN has not already been allotted. A lost card, forgotten number, or missing PDF is not a reason to request another PAN. If one already exists, use the appropriate e-PAN retrieval or card reprint route; if the record is wrong, use the correction process. This guide is for first-time allotment through the regular Form 93 route, not the separate Instant e-PAN process or another application for an existing holder.

Confirm Form 93 is the correct applicant category
Form 93 is for an individual who is an Indian citizen. The Income Tax Department prescribes different forms for Indian entities, individuals who are not citizens of India, and foreign entities; those applicants should stop and select the form that matches their legal category. Form 93 can also apply to Indian citizens living outside India, subject to the current instructions and their specific evidence requirements. If the applicant is a minor or is applying through a representative assessee, use the current form instructions for that case before preparing or signing anything.

Build a separate proof set for identity, address, and date of birth
Use the current Rule 158 document table and Form 93 instructions to prepare proof for each required purpose: identity, address, and date of birth. A document that proves one category does not automatically prove the others; for example, the Department's current table does not treat Aadhaar alone as date-of-birth proof. Check the exact document name, applicant details, address, and any freshness or attestation conditions against the official list. Tax Document Checklist (846) may hold only generic labels such as 'identity proof selected' or 'DOB proof checked'; do not enter personal values or upload a scan.

Match the application name and details to the supporting records
Compare the applicant's full name and other form entries with the accepted identity and date-of-birth documents before filing. The Department's current PAN guidance says initials are not generally used as a substitute for an expanded name, while an Aadhaar record containing initials has a stated exception when the expanded full name is supported. Check the current Form 93 notes for parent details, residential status, contact fields, and any required passport or taxpayer-identification details for a non-resident or resident but not ordinarily resident applicant. Resolve mismatches before submission rather than relying on a post-filing edit.

Check whether a minor or representative case needs extra records
For a minor, the official Form 93 FAQs describe applying through a representative assessee and specify additional supporting evidence for that representative; use the live form instructions to confirm who signs and which records are accepted. Other representative-assessment cases also have their own rules. Applicants who are NRI/RNOR should check the current passport and address requirements before choosing documents. Do not infer eligibility from a generic checklist: if the applicant's status or representative role is unusual, confirm it directly in the Income Tax Department instructions or with an authorized service provider.

Choose an authorized filing channel and follow its current mode
The Income Tax Department lists UTIITSL and Protean as authorized online and assisted PAN application routes. Open their services from the Department's PAN page or enter the provider domain yourself. Select the current Form 93 and review whether you are using a paperless e-KYC/e-Sign/DSC mode or a physical-document mode; required uploads and delivery of paper documents differ. For a paper form, follow the dimensions and signature/photo placement printed on the current Form 93. Check the fee and communication-address choice on the live provider page instead of relying on an old guide or search advertisement.

Submit only after a final completeness check, then track the acknowledgement
Before final submission, compare every entered field with the source documents and confirm that the selected proofs and required uploads are present. The Department says incomplete or deficient applications are invalid and that details cannot be edited after final submission; corrections follow a separate process after allotment. Submit through the authorized provider, retain the acknowledgement/reference and payment receipt privately, and use that provider's official status page to track processing. If the provider requests clarification or reports a deficiency, follow its official notice and deadline rather than submitting a second PAN application.
