Make a visual preservation copy of a scanned document in PDF/A-1b
For a static, page-oriented document that is already a scan and whose primary need is preserving its visible appearance. Nirmion's PDF to PDF/A tool creates a raster PDF/A-1b copy with an embedded sRGB output intent. Rasterizing can remove searchable text, vector content, links, form fields, signature behavior, tags, and semantic structure, so keep the source and do not use this route when those features must remain part of the preservation master. Confirm the receiving archive's required PDF/A part and conformance profile first. PDF/A is a file-format conformance target, not a complete digital-preservation program or a promise that the content is complete, accessible, searchable, or safely stored.

Confirm PDF/A-1b is the right preservation copy
Ask the receiving archive, records manager, court, or repository for its exact file-format requirement before conversion. PDF/A is a family of ISO profiles, and the supported parts and levels are not interchangeable; the Library of Congress describes PDF/A-1b as a lower structural/semantic level that is commonly used for scanned pages, while PDF/A-1a or -2u may be required when structural or Unicode text properties matter. Nirmion's PDF to PDF/A tool specifically produces a raster PDF/A-1b copy, so use this route only when preserving fixed page appearance is the goal and the recipient accepts that profile. If the document is born-digital, contains meaningful selectable text, forms, embedded files, signatures, links, layers, or accessibility structure, retain the original and use a source-aware conversion method chosen with the repository; raster output can discard those features. A compliant PDF/A file is not by itself a records schedule, backup, chain-of-custody system, or guarantee of future access.

Protect the master scan and establish a page baseline
Keep the original scan as a read-only master and perform the conversion on a separate working copy. Before starting, record the file name, source or collection identifier, scan date if known, operator or process if known, page count, and intended destination; follow any institutional retention, privacy, copyright, and access rules. Open the master and confirm that every expected page is present, in order, upright, and readable at normal viewing size. Check that the scan does not cut off marginal notes, stamps, handwriting, colored marks, or other information that matters to interpretation. Do not assume that PDF/A conversion will repair a poor scan or preserve the paper original's texture and context. For fragile, restricted, or high-value physical materials, use trained staff and the collection's approved digitization process rather than repeatedly handling or rescanning the item. Record any known gap or scan defect instead of silently cropping, cleaning, or reconstructing evidence.

Create a separate raster PDF/A-1b copy
Open the working copy in Nirmion's PDF to PDF/A tool (77), select the source file, and create the converted output without overwriting the master. The published tool description says it creates a self-contained raster PDF/A-1b copy with an embedded sRGB output intent. Save the result under a new, descriptive filename that identifies the document and conversion role, then record the tool and date. Because the output is rasterized, text may no longer be selectable or searchable, and vector detail, links, form behavior, tags, digital-signature validity, or other source features may not carry over. Do not convert a signed or legally operative document and then represent the converted copy as preserving its original signature; retain and use the authoritative original as required. If the tool reports an error, the file is too large, or the output does not match the requested profile, stop and use a repository-approved converter rather than renaming the file or manually adding a conformance label.

Independently validate the PDF/A conformance claim
Run the output through veraPDF or the validator required by the receiving institution, selecting PDF/A-1b rather than relying only on automatic detection or a label in the file metadata. Keep the validation report with the converted copy. veraPDF implements machine-checkable PDF/A requirements and reports failed rules; a pass confirms only that the file meets the selected automated profile checks. It does not verify that every page was scanned, that the text is readable, that the colors match the source, that the file is accessible to screen readers, or that the repository's exact acceptance rules are met. If validation fails, read the reported condition, preserve the failed output for traceability if required, correct the source or use an approved alternate conversion route, and validate the new copy again. Do not change a PDF/A declaration or metadata field simply to make a validator report success; the file itself must satisfy the profile requirements.

Compare the pages and package the preservation evidence
Open the master scan and converted copy in a PDF viewer and compare every page for order, completeness, legibility, clipping, rotation, contrast, color information, marks, and missing content. A machine conformance pass is not visual quality control. If you need searchable text or screen-reader access, create a separate access derivative from the best source available, correct OCR errors, assess accessibility separately, and validate that derivative to the destination's requirements; do not replace the visual master with an unreviewed OCR result. Package the original scan, PDF/A-1b copy, validator report, source/scan metadata, conversion date and method, and any known exceptions according to your organization's retention policy. Store approved copies in the managed repository with its normal access controls, backups, and fixity checks; downloading a PDF/A file to one device is not long-term preservation. Have the responsible records or archival reviewer confirm acceptance and document the handoff before treating the task as complete.
