Escalate an unresolved U.S. utility bill complaint

For U.S. household gas, electricity, or water bills. Utility rules and complaint authority vary by state, locality, provider type and service. This guide helps you check the bill records, contact the utility first, and route an unresolved case to the correct state or local office. It does not decide whether a charge is lawful or whether the provider owes a refund.

  1. 01

    Identify the bill, account holder and disputed item

    Record the utility type, provider, service state/locality, billing period, masked account reference, line item or usage figure in question, and the correction you want. Separate a confirmed charge from an estimate or suspicion. Use the utility?s statement and current tariff/terms for account-specific facts; state and local rules differ. Do not include a full account number or unrelated household information in a public copy.

    Build a small evidence file

    Keep the itemized bill, relevant rate or service terms, meter/readings if applicable, payment receipt, and prior messages or case numbers. Make a dated contact timeline and mark which facts are confirmed, disputed or still unknown. Use copies for a complaint and remove unrelated personal data; retain the original bill privately.

    Ask the utility to explain or correct the bill

    Contact the provider using the phone number or website on the bill or the utility?s independently verified official site. State the period, disputed line, evidence and specific request (for example, an itemization, correction or review). Ask for a case number and written response date. Do not use a payment link or phone number from an unexpected shutoff threat; verify the claim independently.

    Draft and send a concise complaint

    Use Nirmion?s Consumer Complaint Letter tool to organize the provider, bill period, issue, evidence and requested remedy. Review the draft for accuracy and remove unnecessary personal data. The tool does not send the complaint: submit it through the utility?s own official billing or complaint channel and save the sent copy, date and provider reference.

    Escalate only to an office that covers the provider

    If the utility does not resolve the issue, check your state public service/utility commission or state consumer protection office and confirm that it handles this provider and complaint type before filing. NARUC directs consumers with utility issues to their state public service commission or consumer protection office; procedures and jurisdiction vary. If the contact was an impersonation or payment scam, report that separately to the FTC and the real utility. Record the agency, filing date, docket/reference, response and next action; close the workflow only when the outcome or pending owner is documented.
