Document a U.S. rental unit's condition before moving in

A careful move-in record helps renters and landlords share a clear starting point for the unit's condition. Procedures, deadlines, security-deposit rules and repair duties vary by state and city, so check the lease and local tenant guidance before relying on a generic checklist. This workflow organizes observations and a written handoff; it does not decide legal responsibility or prove that a condition is safe. Nirmion's Rental Inspection Report can structure facts you supply, but it cannot inspect the home, authenticate photographs, detect hidden hazards or replace the landlord's required form. Do not delay reporting an urgent safety problem while completing the report.

    Check the lease, inspection form and local reporting window

    Before collecting keys, read the lease for move-in condition forms, notice methods, required photos, key or meter records and deadlines. Ask the landlord or manager whether they provide an official inspection report and whether a joint walk-through is available. Look up your state or local tenant rules through an official housing agency; deposit and condition-report procedures differ by jurisdiction. For most U.S. housing built before 1978, federal lead disclosure rules require specified lead information before a renter becomes obligated under a lease, subject to exceptions. Save the disclosure and pamphlet with the lease; if information appears missing or damaged paint is visible, contact the landlord and an appropriate local health or housing office promptly.     Walk through the unit with a consistent room-by-room method

    If possible, inspect with the landlord or manager before bringing in belongings. Record the date, unit address, everyone present and the condition of floors, walls, doors, windows, locks, appliances, counters, plumbing, drains, lights and supplied furnishings. Note existing stains, cracks, dents, missing items, leaks, pest evidence and any fixture that does not operate; use neutral descriptions rather than guessing at a cause. Record utility-meter readings only when safe and permitted. Check smoke alarms from a safe position and ask the landlord about required alarms, batteries and any carbon-monoxide devices; do not remove or disable an alarm. USFA offers renter-specific smoke-alarm guidance, while installation and repair obligations can depend on local law and the building. (Sources 2, 4)

    Create a dated report with clear, unaltered evidence

    For each issue, note the room, exact location, visible condition and whether it affects use or safety. Take a wide photo for context and a close photo for detail, preserve the original files and note the capture date; do not edit an image in a way that changes the observed condition. It does not inspect the unit, authenticate images, identify mold or lead, prove who caused damage or determine a landlord's legal duty. Do not enter sensitive personal information, access codes or unrelated belongings into the report. Keep the landlord's official form as well if the lease or local law requires it. (Sources 2, 5)

    Send the report through the agreed channel and keep proof

    Submit the completed landlord form and your written observations through the lease-approved portal, email or delivery method before the applicable deadline. List unresolved items, attach only relevant photographs, and ask the landlord to acknowledge receipt and state the repair plan or inspection follow-up. Keep a copy of the exact report, original photographs, message, delivery confirmation and any reply in a secure location. If the landlord disagrees with an observation, record both positions rather than silently replacing the original. HUD materials for federally assisted housing use move-in inspection forms as part of lease documentation, but those program rules are not a universal private-rental requirement.     Resolve urgent safety issues and finish the move-in handoff

    Report urgent hazards such as an active leak, exposed wiring, broken exterior lock, missing smoke alarm or suspected unsafe lead paint through the landlord's emergency process immediately; use emergency services when there is immediate danger. Do not try repairs that require a qualified professional or alter alarms, wiring or plumbing. Confirm key count, mailbox and building access, utility start dates, maintenance and emergency contacts, trash rules and any scheduled follow-up. If a landlord does not respond or you are unsure about rights or deposit consequences, use the state or local housing agency and seek qualified tenant legal assistance; USAGov links renters to state resources and complaint routes. Store the lease, move-in report, lead disclosures, photographs and correspondence for the tenancy and any later dispute. (Sources 1, 3, 4)
