Identify exactly what is wrong on the bill

Build a clear evidence pack without oversharing
Keep one private folder containing the disputed bill, the preceding bill if useful, a meter-reading photo where relevant, proof of payment for a claimed arrears error, and any earlier complaint acknowledgement or response. Make a short timeline with dates, the bill period, the exact item in dispute, what you checked, and the remedy requested (for example, verify a reading, inspect the meter, correct a posted payment, or issue a revised bill). Label each item and say what it proves; distinguish facts from estimates and questions. Register the billing complaint with MSEDCL
Use the complaint portal, mobile app, customer-care telephone channel, or other route currently listed on MSEDCL?s official contacts page. The page says complaints are registered in its CRM and assigned to a field officer; save the complaint number, submission date, acknowledgement, and a copy of what you sent. MSEDCL?s billing FAQ says urban billing matters are handled by the division office and rural matters by the distribution center or subdivision office; if you visit an office, ask for a dated receipt. Give your consumer number and unredacted supporting records only to MSEDCL through its official channel. Track the response and decide when to use the CGRF
Track the complaint number, date filed, promised or applicable response date, officer contact, every follow-up, and whether the portal marks the issue closed. The MERC 2020 regulations provide that ordinary complaints should receive a remedy within 15 working days after registration; they also allow a consumer to approach the appropriate Forum if an ordinary complaint is closed without the consumer?s satisfaction or 15 days have elapsed, whichever occurs first. The same rules permit a consumer to approach the Forum directly even if no web complaint was registered, so the provider complaint is the practical first step, not a condition that prevents a direct filing in every case. File with the correct forum and preserve the next appeal route
Open MSEDCL?s official Consumer Grievances Redressal Forum page and use its current application forms, internal procedure, Forum addresses, and contact listings to identify the correct forum for your licensee and distribution circle. Follow the currently posted filing instructions, sign the application as required, state the facts and relief sought, attach relevant copies, and keep proof of submission and the case number. For ordinary grievances, the MERC regulations set a 60-day outer period for the Forum to issue an order after filing, subject to the regulation?s provisions on recorded delay. Read the order carefully and keep its date and receipt. If the grievance is rejected, remains unresolved, or the order is challenged, consult the current consolidated MERC regulations, the order, and current Ombudsman address/jurisdiction information before filing: Ombudsman representations have eligibility conditions, required forms, and time limits. MERC?s 27 March 2026 notification changed Ombudsman territorial jurisdiction, so do not rely on older city/district lists.
