Debit-card cost depends on the linked account, card tier, domestic or international use, replacement circumstances, ATM network and usage, and issuer schedule. Compare the same account and intended use across dated official issuer documents. RBI directions require card issuers to disclose card charges and obtain explicit consent for charges at issuance; ATM use has separate network and free-transaction rules. This guide covers India-issued debit cards linked to domestic bank accounts. It does not cover credit cards, prepaid cards, merchant acquiring fees, or recommend a bank. Fix the account and the card use you need
Record the domestic bank account type, proposed debit-card variant, account-holder eligibility, and intended use: routine domestic purchases, ATM cash, online use, contactless payments, or travel. A card fee table can change by account package, card tier, salary or other eligibility, and whether the card is new, renewed, or replacing a lost card. Compare equivalent cases and note excluded benefits or bundle conditions separately. Do not enter the PAN, account number, card number, expiry date, CVV, PIN, OTP, statement, or login information into a comparison tool or shared worksheet.

Get each issuer's current written schedule
Use the bank's official website or authenticated account channel to locate the schedule of service charges and the card-specific terms. Record the page or document title, URL, effective or revision date, account category, card variant, applicable tax wording, and the date you checked it. Search snippets, comparison blogs, old screenshots, and a fee shown for another account package are not sufficient. SBI's published service-charge annexure is an example of an issuer schedule with separate debit-card issuance and annual-maintenance rows; its figures are specific to that schedule and must not be treated as current or universal for another issuer.

Compare one-time, recurring, and replacement charges
Create separate rows for issuance, annual or renewal maintenance, replacement after damage or loss, courier or returned delivery where applicable, and any account-package condition or waiver. Record when a charge is first collected and whether tax is additional. RBI's card directions require charge details to be displayed and prohibit an unlisted card charge without the customer's explicit consent, subject to statutory charges; retain the issuer's written terms so you can check what was disclosed when the card was issued. Do not assume a fee waived for one account tier is waived for all customers or for later years.

Calculate ATM costs from the right free-transaction rules
Compare the issuer's own ATM charges separately from transactions at other banks' ATMs. Check the current monthly free-transaction count, location or account distinctions, whether financial and non-financial transactions count, and the fee after the free allowance. RBI's ATM FAQ describes the regulatory framework and permitted charge limits, while the issuer schedule states the charge for that account. Confirm both sources are current before making a cost estimate; do not copy an older rupee amount into a general recommendation. Failed or reversed ATM transactions should be tracked under the applicable RBI and bank timelines rather than treated as completed paid withdrawals.

Organize the public fee rows in Bank Fee Checker
Use Bank Fee Checker to place the public schedule entries side by side, with columns or notes for fee name, amount, tax treatment, trigger, free allowance, effective date, and source URL. Keep issuer, account, and card variant attached to each row so a zero or waived fee is not detached from its eligibility condition. Enter only information published for customers, not personal account data or statements. The checker is a comparison aid: it does not visit the bank website, confirm the policy version, decide whether a fee complies with RBI directions, or infer fees from incomplete data. Re-open each official source before relying on the comparison.

Compare usage controls and failed-transaction protections
Check whether the issuer lets the holder switch domestic and international use, ATM, online, point-of-sale, and contactless transactions on or off, set channel limits, and report or block a missing card. Review how quickly an unsuccessful or failed transaction should be reversed and where to submit a complaint. RBI's card directions require issuer terms to state the reversal timeline and compensation framework for failing that timeline; check the current official direction and the issuer's current process for the exact transaction type. These protections and controls are separate from an annual fee and should not be collapsed into a single score without explaining their limits.

Confirm international charges and make the final check
If travel or foreign online use matters, separately record the issuer's international transaction markup, currency conversion method, cash withdrawal charges, and any network or merchant disclosure shown before a transaction. Do not infer the final conversion amount from the card fee schedule alone. Compare the complete annual cost for the user's expected usage only when the fee triggers and current terms are clear; otherwise leave the figure as unknown. Contact the bank through a verified official channel to confirm the selected account-card pairing, applicable fees, control settings, and effective schedule date, then retain the written response or page reference with the decision.
