Compare a California property tax bill with the assessment record
A California property tax bill combines work by different county offices: the assessor establishes taxable assessed value, the auditor-controller computes taxes and rates, and the tax collector bills and collects. A mismatch can therefore be a valuation question, a tax calculation question, a missing exemption, or a separate assessment or direct levy. This workflow helps you sort those issues before contacting the right office. Nirmion's Property Tax Calculator can estimate an ad valorem amount from an assessed value and a local planning rate; it cannot reproduce every county charge, confirm a legal assessment or decide whether an appeal should succeed. California appeal windows depend on the assessment type and county, so verify the current deadline with the county clerk of the board.

Match the parcel, tax year and documents
Collect the secured or supplemental tax bill, assessment notice, parcel number, property address and any exemption notice. Confirm that the documents refer to the same parcel and tax year, and note the assessment date, notice date, bill due dates and any appeal deadline printed by the county. Keep an original copy of every notice. Separate the assessed value shown by the assessor from the amount billed by the tax collector; the bill may also include penalties, special assessments or direct levies. Do not post a parcel number or complete tax bill publicly. If the parcel, owner, mailing address or tax year does not match, contact the county office named on the notice before comparing amounts.

Identify which part of the bill may be wrong
Compare the assessor's taxable value and any exemption or exclusion with the assessment notice. Then review the tax bill's applied rate, installment total and separately listed direct levies or special assessments. The California Board of Equalization explains that the county assessor establishes assessed value and exemptions, the auditor-controller computes tax amounts and rates, and the tax collector mails bills and handles payments. Route a value, exemption or ownership question to the assessor; route a rate or arithmetic question to the auditor-controller; ask the tax collector about bill copies, current payments or delinquencies. This distinction prevents a tax-payment office from being asked to change an appraisal it does not control.

Recheck the arithmetic without treating it as the official bill
For a rough comparison, enter the taxable assessed value and a clearly identified local planning rate in Nirmion's Property Tax Calculator. Compare the estimate with the bill's ad valorem portion, not automatically with the full total. California bills can include voter-approved bond rates, special assessments or direct levies, and exemptions can change the taxable base; those items may not be included in the calculator. Record which value and rate you used and where they came from. If the bill's value, rate or charge still differs, ask the relevant county office for a line-by-line explanation rather than changing the inputs until the result matches. The calculator is an arithmetic aid only and does not establish the legal amount due or replace the county's tax roll.

Ask the county assessor to review a value concern
If your concern is the assessed value, contact the county assessor using the details on the official county website or notice. State the parcel, assessment year, value you dispute and the specific correction you are requesting. Include dated evidence relevant to that assessment, such as comparable sales close to the applicable valuation date, property-condition records, or documents showing an ownership or exemption fact; explain why each item is relevant and keep copies. The BOE advises taxpayers to discuss a disagreement with the assessor before filing an assessment appeal, and some counties offer an informal appraisal review. An informal review does not automatically replace a formal application or extend its deadline, so ask the assessor or clerk of the board in writing what filing period applies while the review is pending.

Verify the appeal route, deadline and payment instructions
If the assessor and you cannot agree on a value, use the county clerk of the board's current assessment-appeal application and instructions. California's regular filing window for a reduction assessment is generally July 2 through September 15, with a possible November 30 deadline when the assessor did not provide the required value notice by August 1; supplemental or escape assessments have different deadlines, including a 60-day period described in BOE guidance. Confirm the exact deadline, application, filing fee and accepted delivery method with your own county because the assessment type and county notice control. An appeals board may leave a value unchanged, lower it or raise it. Ask the county tax collector what payment remains due while a review or appeal is pending; do not assume filing changes a bill or due date. Keep the stamped application, evidence and all county correspondence.
