Get an Indian driving licence through Parivahan

This is the general India pathway from a learner's licence to a permanent driving licence for one vehicle class. Sarathi steps, available online services, appointments, evidence and fees vary by state and RTO. Use the current Parivahan/Sarathi service for your state and the Motor Vehicles Act for eligibility; a successful online form or payment is not a licence. Government Form Checklist can help organize non-sensitive reminders but does not determine eligibility, teach driving, or submit an application. Never enter identity numbers, date of birth, application references, OTPs or document images in the Nirmion checklist.

    Choose the vehicle class and confirm eligibility

    Decide which vehicle class you need before opening the application: a licence for one class does not automatically authorize every vehicle. Check the current Motor Vehicles Act and the live Sarathi form for age, medical, residence and class-specific conditions. As a general rule, the Act sets 18 as the minimum age for most motor vehicles, 20 for transport vehicles, and a narrow exception at 16 for a motorcycle without gear up to 50 cc subject to written guardian consent; eligibility for learner and permanent licences follows the class rules. Applicants with a disqualification or a transport-vehicle application can have additional conditions. Select the state/RTO with jurisdiction based on your ordinary residence or another legally permitted connection shown by the current service. If your state or service is missing, contact its transport department instead of using another state's portal. This guide is for a new Indian licence; renewals, duplicate licences, foreign-licence conversion and adding a class to an existing licence are different transactions.

    Prepare and submit the learner's-licence application

    Open the official Sarathi portal, select your state, and choose the new learner's-licence service. Follow that state's live sequence to select the vehicle class, enter details, provide the current age/address/medical evidence requested, pay the displayed fee, and book any required appointment or test. The central Parivahan help page says the flow can differ by state and directs applicants to attend the scheduled RTO visit with original documents and the fee slip where required. Before submitting, compare names and dates against your records, check the application summary, and save the official acknowledgement privately. Government Form Checklist ID 845 is an optional browser-local place for generic reminders such as 'class selected', 'current state checklist checked', and 'originals packed'; it is not the official document list. Do not enter document numbers, date of birth, full address, application number or scans into that tool. If your application has a medical or age-specific condition, verify it with the transport authority rather than relying on a generic document list.

    Complete the learner test and practice within its conditions

    Use the state's appointment and test instructions to complete any learner-licence knowledge test, in person or through an approved online facility if offered. If a test is failed or missed, Sarathi's official guidance describes checking the application and paying the current retest fee before booking a fresh slot; confirm the service is enabled for your state and do not pay through an unrelated link. After the learner's licence is issued, read its printed conditions and validity before practice. Practice only the vehicle class and locations allowed by the learner rules, with the required supervision and identification/display conditions; do not drive alone or carry out a road test before legally eligible. The Parivahan guidance states that a learner's licence is valid for six months and an application for a new permanent licence can be made after holding a valid learner's licence for at least 30 days. Use the dates printed on your own licence and the current portal; if the validity expires, ask Sarathi/RTO about the correct next transaction rather than assuming the same application can continue.

    Apply for the permanent licence and book the driving test

    Once at least 30 days have passed on a valid learner's licence, open the official Parivahan permanent-licence instructions and your state's Sarathi portal. The central guidance describes applying in Form 4 for the same vehicle class as the learner's licence and scheduling a competency test online where offered, or through the licensing authority where online booking is unavailable. Enter the learner's-licence and application details only on the official state service, confirm the RTO, class and appointment, and pay the fee shown for your case. Check the instructions for required originals, receipt and the test vehicle: Parivahan states that the applicant should bring a vehicle of the type for which the licence is requested and demonstrate the required driving competence. A vehicle, route, slot and required equipment can be state/RTO-specific, so contact the authority if Sarathi's instructions do not match the local test centre. Keep the appointment confirmation private and allow time to resolve a payment-status mismatch before starting another payment.

    Take the test and verify the issued licence

    Attend the booked test with the required original records, payment receipt and a safe, roadworthy vehicle of the requested class where the RTO requires it. Follow the testing officer's instructions; a checklist or online status cannot predict or replace the competence test. If you pass, use Sarathi's current application status and driving-licence search/print services to confirm that the application is approved and the issued licence shows the correct name, class and validity. Parivahan says successful licences are sent to the address furnished, but delivery and local processing times may vary; use the portal's current status instead of assuming a delivery date. If you fail, miss the slot, see a payment mismatch, or find an incorrect class/address, follow the exact state service for rescheduling, retest or correction and contact the RTO/helpdesk if the portal gives no safe next action. Do not drive a vehicle class until your issued licence authorizes it. Keep the acknowledgement and identity data out of shared notes, and treat the process as complete only when the official record confirms the licence details.
